Insight Communications Names Dinesh C. Jain Executive Vice President and Chief Operating Officer

New York – October 09, 2003

Insight Communications (Nasdaq: ICCI) announced today it has named Dinesh ("Dinni") C. Jain as Executive Vice President and Chief Operating Officer, effective immediately. The announcement was made by Michael S. Willner, Insight's Vice Chairman and Chief Executive Officer.

"We are thrilled to appoint Dinni to this position," said Willner. "His extensive experience will continue to be a tremendous asset to Insight. Of particular benefit is Dinni's history in similarly competitive landscapes against established and formidable voice, video and data providers. Having been in a very senior operating role at NTL, he is also extensively familiar with all facets of efficiently operating large cable systems in order to better the customer experience."

Jain joined Insight in 2002 as Senior Vice President and Chief Financial Officer, after more than ten years in the competitive cable and cellular phone industries, where he held a variety of positions in both operations and finance. From 1994 to 2002, Jain served in a number of significant roles in sales, marketing, customer service, strategy, corporate development and general management at NTL, the United Kingdom's largest cable and telecommunications company, with over three million customers. Jain ultimately served as Deputy Managing Director of NTL's Consumer Division, overseeing both customer and new business growth, as well as the quality of customer satisfaction. As part of this role, he also accepted a special appointment to manage the operations of NTL's largest and most challenging acquisition, the Cable and Wireless Consumer Group, from 2000 to 2001.

Willner, who will reassume the title of President, also said that the previously announced executive search for the COO position has already been shifted to fill the CFO slot that Jain held. The new CFO will report directly to Willner. In the meantime, Jain will continue to serve as interim CFO until a replacement is named.
